Emergency Financial Assistance

HRC’s Financial Assistance programs provide renter and homeowner households with limited emergency financial assistance to prevent housing loss, promote housing stability and support rehousing following housing loss.  Financial assistance is provided based on applicant eligibility and fund availability.  There is never a guarantee of receiving emergency financial assistance.

Our Financial Assistance Programs include:

LEAP (Low-Income Energy Assistance Program)
FUSE (Fund for Utility Service Emergencies)
HSF (Housing Stability Fund)
HRC Emergency Fund
HCRS (Housing Choice Rent Supplement)

LEAP (Low-Income Energy Assistance Program)
LEAP provides financial assistance to households who are behind on their electricity bills.  Applicants must be a customer of Peterborough Utilities, have net income under an established limit.  Applicants do not need to be disconnected and do not need to have a disconnection notice to apply. 

FUSE (Fund for Utility Service Emergencies)
FUSE provides financial assistance with electricity and/or water/sewer arrears.  Applicants must be a customer of Peterborough Utilities, have net income under an established limit. Applicants do not need to be disconnected and do not need to have a disconnection notice to apply. Funding for FUSE is generously provided by Peterborough Utilities and through donations from Peterborough Utilities customers. 

HSF (Housing Stability Fund)
HSF provides emergency financial assistance to households who are at risk of losing their housing, or seeking new housing. Households with income from Ontario Works (OW) or Ontario Disability Support Program (ODSP) must contact OW to apply. Households with ANY other source of income can contact us to apply.

Eligible expenses include:
Rent arrears
Mortgage arrears
Property Tax Arrears
Electricity arrears
Water/sewer arrears
Gas heat arrears
Alternative heat arrears, or payments to secure delivery of oil, propane, wood, etc.

HRC Emergency Fund
The HRC Emergency Fund operates as a fund of last resort, and provides emergency financial assistance to applicants who have exhausted all other avenues of assistance and/or have an emergency housing-related need that does not meet the eligibility criteria for any fund listed above or otherwise available in the community.  Funds are provided entirely by donations and are extremely limited.  If you would like to make a donation to the HRC emergency fund, click here.

Housing Choice Rent Supplement (HCRS)
A rent supplement is a monthly payment made to a tenant’s landlord to help bridge the gap between the actual rent and what a tenant can afford to pay.  HCRS provides a flat-rate $250 per month supplement to households with low income and with significant barriers to maintaining housing.  The HCRS program is currently full, and there is never a guarantee that any applicant will receive a supplement.
